La Whistlelink, am avut oportunitatea de a discuta cu <strong>pre\u0219edintele Autorit\u0103\u021bii, profesorul Manuel Villoria<\/strong>, pentru a \u00een\u021belege mai bine principalele provoc\u0103ri \u0219i priorit\u0103\u021bi cu care se confrunt\u0103 organiza\u021biile \u00een implementarea acestui cadru esen\u021bial pentru integritatea organiza\u021bional\u0103.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-cum-va-sprijini-autoritatea-companiile-in-respectarea-noii-legi\"><strong>Cum va sprijini Autoritatea companiile \u00een respectarea noii legi?<\/strong><\/h2>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8211; \u00cen aceast\u0103 faz\u0103 ini\u021bial\u0103, sprijinul institu\u021bional al Autorit\u0103\u021bii se va concentra pe formare \u0219i informare. Obiectivul este de a deveni o referin\u021b\u0103 de \u00eencredere \u00een ceea ce prive\u0219te oferirea de ghiduri clare \u0219i diseminarea celor mai bune practici, ajut\u00e2nd organiza\u021biile s\u0103 \u00ee\u0219i \u00een\u021beleag\u0103 obliga\u021biile \u0219i s\u0103 \u00eencurajeze o cultur\u0103 solid\u0103 a protec\u021biei avertizorilor.<\/p>\n\n\n\n<p>&#8211; Ne propunem s\u0103 sprijinim companiile cu instrumente educa\u021bionale care s\u0103 le permit\u0103 s\u0103 ia decizii informate \u0219i s\u0103 avanseze \u00een crearea unor medii mai sigure \u0219i mai transparente. Aceast\u0103 misiune educa\u021bional\u0103 va fi cu at\u00e2t mai important\u0103 cu c\u00e2t multe organiza\u021bii nu sunt \u00eenc\u0103 con\u0219tiente de obliga\u021biile lor prev\u0103zute de noua lege.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-din-perspectiva-dumneavoastra-care-sunt-cele-mai-mari-provocari-pentru-organiza\u021biile-spaniole-in-implementarea-unor-proceduri-eficiente-de-avertizare\"><strong>Din perspectiva dumneavoastr\u0103, care sunt cele mai mari provoc\u0103ri pentru organiza\u021biile spaniole \u00een implementarea unor proceduri eficiente de avertizare?<\/strong><\/h2>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8211; Respectarea legii vine cu multiple provoc\u0103ri, \u00eens\u0103 pentru multe organiza\u021bii, cele mai imediate sunt de natur\u0103 tehnologic\u0103 \u0219i bugetar\u0103. Numeroase entit\u0103\u021bi, \u00een special IMM-uri \u0219i administra\u021bii locale, \u00eenc\u0103 nu dispun de sistemele \u0219i resursele necesare pentru a gestiona canale de raportare sigure \u0219i eficiente.<\/p>\n\n\n\n<p>&#8211; Mai mult dec\u00e2t at\u00e2t, exist\u0103 bariere culturale ad\u00e2nc \u00eenr\u0103d\u0103cinate, care reprezint\u0103 provoc\u0103ri poate chiar mai mari. Teama de schimbare, rezisten\u021ba intern\u0103 \u0219i incertitudinea legat\u0103 de modul \u00een care trebuie gestionat\u0103 o sesizare continu\u0103 s\u0103 \u00eempiedice implementarea real\u0103. La toate acestea se adaug\u0103 \u0219i stigmatiz\u0103rile istorice care asociaz\u0103 raportarea cu lipsa de loialitate \u2014 percep\u021bii care afecteaz\u0103 at\u00e2t organiza\u021bia, c\u00e2t \u0219i reputa\u021bia avertizorului.<\/p>\n\n\n\n<p>&#8211; Abordarea acestor probleme necesit\u0103 o viziune ampl\u0103, nu doar conformitate legal\u0103, ci un adev\u0103rat schimb cultural \u00een cadrul organiza\u021biei. Frica nu ar trebui s\u0103 fie niciodat\u0103 un obstacol \u00een calea dezvolt\u0103rii unor standarde etice mai ridicate.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ce-sfat-a\u021bi-oferi-responsabililor-de-conformitate-\u0219i-liderilor-de-afaceri-care-doresc-sa-\u0219i-alinieze-organiza\u021biile-la-legisla\u021bia-spaniola\"><strong>Ce sfat a\u021bi oferi responsabililor de conformitate \u0219i liderilor de afaceri care doresc s\u0103-\u0219i alinieze organiza\u021biile la legisla\u021bia spaniol\u0103?<\/strong><\/h2>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8211; Un mesaj esen\u021bial este importan\u021ba protej\u0103rii responsabililor de conformitate, care reprezint\u0103 piloni centrali ai sistemului. Rolul lor este esen\u021bial pentru ca procedurile de raportare s\u0103 func\u021bioneze corect \u0219i impar\u021bial. Pentru a realiza acest lucru, este nevoie de sprijin institu\u021bional, independen\u021b\u0103 \u00een exercitarea func\u021biei \u0219i un mediu care s\u0103 le asigure securitate juridic\u0103 \u0219i personal\u0103.<\/p>\n\n\n\n<p>&#8211; Autoritatea Spaniol\u0103 pentru Protec\u021bia Avertizorilor de Integritate (AIPI) va proteja responsabilii de conformitate care gestioneaz\u0103 canale externe \u00een baza acelora\u0219i principii aplicate avertizorilor.<\/p>\n\n\n\n<p>&#8211; Este de asemenea crucial ca organiza\u021biile s\u0103 \u00ee\u0219i asume responsabilitatea social\u0103 \u00een construirea unei culturi a legalit\u0103\u021bii.
