Med visselbl\u00e5sning menar man oftast en person som sl\u00e5r larm ang\u00e5ende oegentligheter. Det sker vanligtvis i ett jobbrelaterat sammanhang inom en offentlig, privat eller statligt organisation. Visselbl\u00e5sning kallas ibland ocks\u00e5 f\u00f6r att \u201dlarma\u201d, \u201davsl\u00f6ja\u201d eller \u201ds\u00e4ga ifr\u00e5n\u201d.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201dAllt som uppfattas som missf\u00f6rh\u00e5llanden av n\u00e5gon \u00e4r inte lika med visselbl\u00e5sning.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Det st\u00e4mmer, det \u00e4r bara i fr\u00e5gor som r\u00f6r allm\u00e4nhetens intresse som visselbl\u00e5sning blir aktuellt. Det inneb\u00e4r att den som rapporterar oegentligheterna tror att de kan inneb\u00e4ra negativa f\u00f6ljder f\u00f6r andra \u2013 till exempel arbetsgivaren, kunder eller allm\u00e4nheten.<\/p>\n\n\n\n<p>Visselbl\u00e5sning handlar vanligen om <strong>olagliga, oetiska eller skadliga aktiviteter eller beteenden<\/strong>. Aktiviteten eller beteendet kan antingen p\u00e5g\u00e5 h\u00e4r och nu, ha skett tidigare eller kan komma att ske. H\u00e4r \u00e4r n\u00e5gra exempel p\u00e5 visselbl\u00e5sar\u00e4renden:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>bedr\u00e4geri eller korruption<\/li>\n\n\n\n<li>trakasserier, mobbning eller diskriminering<\/li>\n\n\n\n<li>\u00f6vertr\u00e4delser av standarder g\u00e4llande h\u00e4lsa och s\u00e4kerhet (arbetsmilj\u00f6)<\/li>\n\n\n\n<li>skador p\u00e5 milj\u00f6n, varor eller egendom<\/li>\n\n\n\n<li>avsiktliga lagbrott<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>Man kan ocks\u00e5 s\u00e4ga att en person v\u00e4ljer att bl\u00e5sa i visslan. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vad-ar-inte-visselblasning\">Vad \u00e4r inte visselbl\u00e5sning<\/h3>\n\n\n\n<p>Ett klagom\u00e5l eller irritationsmoment p\u00e5 personlig niv\u00e5 \u00e4r inte visselbl\u00e5sning \u2013 till skillnad fr\u00e5n s\u00e5dant som p\u00e5verkar andra negativt. Fr\u00e5gor d\u00e4r problemet personligen ber\u00f6r den som rapporterar passar allts\u00e5 inte i visselbl\u00e5sarkanalerna. Det kan till exempel handla om klagom\u00e5l om en kollegas beteende, att man upplever sig ha behandlats or\u00e4ttvist eller p\u00e5 ett s\u00e4tt som strider mot ens r\u00e4ttigheter som medarbetare. S\u00e5dana fr\u00e5gor hanteras vanligtvis i enlighet med rutiner f\u00f6r medarbetarklagom\u00e5l via HR-avdelningen (personalavdelningen).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-intern-eller-extern-rapportering\">Intern eller extern rapportering<\/h3>\n\n\n\n<p>Intern rapportering \u00e4r n\u00e4r man g\u00f6r en rapport inom den organisation d\u00e4r oegentligheterna \u00e4ger rum. Det kan ske via rapporteringskanaler som en onlineplattform, per telefon, r\u00f6stbrevl\u00e5da eller till och med brev (\u00e4ven om det inte \u00e4r att rekommendera). Genom att uppmuntra till intern rapportering f\u00e5r ett f\u00f6retag ocks\u00e5 vetskap om och kan agera f\u00f6r att l\u00f6sa problem i ett tidigare skede.<\/p>\n\n\n\n<p>Extern rapportering \u00e4r n\u00e4r n\u00e5gon rapporterar om oegentligheter via andra v\u00e4gar \u2013 till exempel genom att kontakta media, polisen eller en statlig myndighet. Extern rapportering \u00e4r m\u00f6jlig om det inte finns n\u00e5got s\u00e4tt att rapportera problemet internt, eller om problemet inte f\u00f6ljs upp p\u00e5 ett seri\u00f6st s\u00e4tt.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vem-som-helst-kan-blasa-i-visslan\">Vem som helst kan \u201dbl\u00e5sa i visslan\u201d<\/h3>\n\n\n\n<p>Det \u00e4r inte bara befintliga medarbetare som kan rapportera oegentligheter. Alla med n\u00e4ra anknytning till ett f\u00f6retag eller en organisation kan rapportera misstankar om oegentligheter. Det kan till exempel vara f\u00f6re detta medarbetare, kunder, leverant\u00f6rer, jobbs\u00f6kande, entrepren\u00f6rer och s\u00e5 vidare. Oavsett vem som rapporterar m\u00e5ste det alltid ske i god tro, det vill s\u00e4ga man ska ha anledning att tro att uppgifterna var korrekta vid tidpunkten f\u00f6r rapporten.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-varfor-ar-visselblasning-sa-aktuellt-just-nu\">Varf\u00f6r \u00e4r visselbl\u00e5sning s\u00e5 aktuellt just nu?<\/h3>\n\n\n\n<p>2019 tr\u00e4dde EU-direktivet \u201d2019\/1937 om skydd f\u00f6r personer som rapporterar om \u00f6vertr\u00e4delser av unionsr\u00e4tten\u201d i kraft. Syftet \u00e4r att st\u00e4rka skyddet f\u00f6r visselbl\u00e5saren, det vill s\u00e4ga den som rapporterar om \u00f6vertr\u00e4delser av unionsr\u00e4tten p\u00e5 arbetsplatsen. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-varfor-pratar-man-sa-mycket-om-visselblasning\">Varf\u00f6r pratar man s\u00e5 mycket om visselbl\u00e5sning?<\/h3>\n\n\n\n<p>Enligt kraven i EU:s visselbl\u00e5sardirektiv m\u00e5ste alla f\u00f6retag inom EU som har fler \u00e4n 50 medarbetare inf\u00f6ra interna rapporteringskanaler.
