En vanlig definition \u00e4r en person som sl\u00e5r larm om n\u00e5got som inte k\u00e4nns r\u00e4tt. Det handlar ofta om oegentligheter som sker p\u00e5 arbetsplatsen inom ett privat eller offentligt bolag, en organisation eller myndighet. Visselbl\u00e5saren kan vara vem som helst som har en n\u00e4ra relation till organisationen, till exempel en anst\u00e4lld, tidigare anst\u00e4lld, underleverant\u00f6r, leverant\u00f6r, kund, aktie\u00e4gare, styrelsemedlem, arbetss\u00f6kande eller praktikant.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vad-ar-extern-visselblasning\">Vad \u00e4r extern visselbl\u00e5sning?<\/h3>\n\n\n\n<p>En extern kanal g\u00f6r det m\u00f6jligt att sl\u00e5 larm till en officiell, utsedd myndighet. \u00c4ven externa visselbl\u00e5sarl\u00f6sningar har skyldighet att ta emot, f\u00f6lja upp och ge feedback p\u00e5 rapporter inom vissa omr\u00e5den. Visselbl\u00e5saren kan v\u00e4lja att v\u00e4nda sig till en extern kanal om man f\u00f6rs\u00f6kt rapportera internt men inte f\u00e5tt n\u00e5got svar eller ingenting har h\u00e4nt, om organisationen inte har ett visselbl\u00e5sarsystem, om man \u00e4r r\u00e4dd f\u00f6r repressalier eller om man tror att en intern rapport inte f\u00f6r\u00e4ndrar n\u00e5got.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vad-ar-intern-visselblasning\">Vad \u00e4r intern visselbl\u00e5sning?<\/h3>\n\n\n\n<p>Intern visselbl\u00e5sning sker n\u00e4r n\u00e5gon som \u00e4r bekymrad \u00f6ver otillb\u00f6rligt beteende eller aktiviteter som sker p\u00e5 arbetsplatsen, tar upp fr\u00e5gan med n\u00e5gon i organisationen. Det kan vara med en chef, kollega, HR avdelningen eller via en avsedd intern visselbl\u00e5sningskanal. Rapportkanalen kan vara per telefon, fysisk post eller <a href=\"https:\/\/www.whistlelink.com\/sv\/produkt\/\">ett rapportsystem online<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vad-ar-offentlig-visselblasning\">Vad \u00e4r offentlig visselbl\u00e5sning?<\/h3>\n\n\n\n<p>Offentlig visselbl\u00e5sning \u00e4r n\u00e4r n\u00e5gon v\u00e4ljer att g\u00e5 ut i offentligheten med sin information eller avsl\u00f6ja den f\u00f6r media eller i sociala medier. Visselbl\u00e5sning ska i f\u00f6rsta hand ske internt eller externt, men det finns undantag fr\u00e5n regeln. Till exempel en \u00f6verh\u00e4ngande eller uppenbar fara f\u00f6r liv, eller sv\u00e5ra h\u00e4lso-, s\u00e4kerhets- eller milj\u00f6konsekvenser. En annan anledning kan vara att visselbl\u00e5saren f\u00f6ruts\u00e4tter att intern eller extern rapportering skulle leda till repressalier eller att missf\u00f6rh\u00e5llandet inte kommer att r\u00e4ttas till.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-nar-ska-man-sla-larm\">N\u00e4r ska man sl\u00e5 larm?<\/h3>\n\n\n\n<p>Man kan rapportera om en p\u00e5g\u00e5ende h\u00e4ndelse, n\u00e5got som redan har h\u00e4nt eller kommer att h\u00e4nda. F\u00f6r visselbl\u00e5saren kan det ofta uppst\u00e5 en lojalitetskonflikt eller k\u00e4nnas som att man bryter ett f\u00f6rtroende. F\u00f6r den stora majoriteten av visselbl\u00e5sare ligger fokus fr\u00e4mst p\u00e5 att skydda allm\u00e4nheten eller r\u00e4tta till misstag, snarare \u00e4n att skaffa sig f\u00f6rdelar f\u00f6r egen del. Alla former av visselbl\u00e5sning omfattas dock av <a href=\"https:\/\/www.whistlelink.com\/sv\/eu-direktivet-for-whistleblowing\/\">EU:s visselbl\u00e5sardirektiv<\/a>, f\u00f6rutsatt att visselbl\u00e5saren handlade i god tro. Man m\u00e5ste ocks\u00e5 ha god anledning att tro att informationen var sann vid tidpunkten f\u00f6r rapporten.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-allt-som-kanns-fel-pa-arbetsplatsen-ar-inte-visselblasning\">Allt som k\u00e4nns fel p\u00e5 arbetsplatsen \u00e4r inte visselbl\u00e5sning<\/h3>\n\n\n\n<p>Ett personligt missn\u00f6je eller klagom\u00e5l \u00e4r inte ett visselbl\u00e5snings\u00e4rende. Visselbl\u00e5sning m\u00e5ste handla om ett missf\u00f6rh\u00e5llande av st\u00f6rre allm\u00e4nt intresse.
