Med andra ord; ett system f\u00f6r att bel\u00f6na visselbl\u00e5sare.<\/p>\n\n\n\n<p>Incitamentssystemet b\u00f6r uppmuntra visselbl\u00e5saren att skicka in sin rapport via organisationens interna rapporteringskanaler. Det resulterar i att man kan hantera \u00f6vertr\u00e4delser och missf\u00f6rh\u00e5llanden internt inom organisationen, i st\u00e4llet f\u00f6r att de rapporteras till en extern myndighet eller avsl\u00f6jas f\u00f6r allm\u00e4nheten. Det \u00e4r viktigt att notera att alla organisationer kan sj\u00e4lva best\u00e4mma vilken form av incitament som man vill anv\u00e4nda. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u00c4r ekonomisk kompensation det enda effektiva s\u00e4ttet att bel\u00f6na visselbl\u00e5sare?<\/h2>\n\n\n\n<p>Anser du att ekonomisk kompensation till `visselbl\u00e5sare \u00e4r det mest effektiva s\u00e4ttet att uppmuntra rapportering av oegentligheter? Inget kan vara mer fel! Om en visselbl\u00e5sare \u00e4r orolig f\u00f6r bland annat repressalier, eller att en intern enhet kommer att utreda \u00e4rendet, s\u00e5 kommer ekonomiska bel\u00f6ningar inte att vara attraktiva f\u00f6r honom eller henne.<br><br>Det s\u00e4ger sig sj\u00e4lvt att det \u00e4r f\u00f6rdelaktigt f\u00f6r organisationen att etablera ett fungerande incitamentssystem. En extern visselbl\u00e5sarrapport om missf\u00f6rh\u00e5llanden (till media eller statliga myndigheter) kan f\u00e5 allvarliga negativa konsekvenser f\u00f6r b\u00e5de organisationen och uppgiftsl\u00e4mnaren sj\u00e4lv.<\/p>\n\n\n\n<p>Tyv\u00e4rr kan den dubbla inst\u00e4llningen till visselbl\u00e5sare leda till att de m\u00f6ter &#8221;subtila repressalier&#8221;, \u00e4ven n\u00e4r de f\u00e5r l\u00e4mpligt r\u00e4ttsligt skydd. Exempel p\u00e5 s\u00e5dant beteende inkluderar undvikande av kollegor, \u00f6kad kontroll \u00f6ver arbetet eller utfrysning.<br><br>S\u00e5 den stora fr\u00e5gan \u00e4r &#8211; hur ska organisationen uppmuntra till intern rapportering f\u00f6r att utesluta extern rapportering och undvika potentiell skada? Innan man beslutar om vad som ska ing\u00e5 som incitament inom det interna rapporteringsf\u00f6rfarandet \u00e4r det viktigt att \u00f6verv\u00e4ga vilka riktlinjer man b\u00f6r f\u00f6lja f\u00f6r att systemet ska bli effektivt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Att samarbeta med en visselbl\u00e5sare l\u00f6nar sig<\/h2>\n\n\n\n<p>F\u00f6rst och fr\u00e4mst s\u00e5 \u00e4r det ekonomiskt vettigt att rapportera om oegentligheter. Det \u00e4r sj\u00e4lvklart att st\u00f6ld eller sl\u00f6seri p\u00e5 arbetsplatsen p\u00e5verkar kostnaderna f\u00f6r att driva ett f\u00f6retag. Kostnaderna minskar om anst\u00e4llda rapporterar om det som \u00e4r fel.<br><br>F\u00f6r det andra kan en visselbl\u00e5sarkultur motverka negativa fenomen p\u00e5 arbetsplatsen. Om anst\u00e4llda \u00e4r medvetna om att kollegor kan rapportera om skadligt beteende \u00e4r det mindre troligt att man tar risken att beg\u00e5 oegentligheter.  Sist och slutligen kan det b\u00e4sta s\u00e4ttet att s\u00e4tta stopp f\u00f6r oetiskt beteende vara att bel\u00f6na visselbl\u00e5sare. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">En medveten personal<\/h2>\n\n\n\n<p>F\u00f6r att ett visselbl\u00e5sarsystem ska vara effektivt m\u00e5ste man ge personalen adekvat utbildning i visselbl\u00e5sning. N\u00e4r du utbildar din personal b\u00f6r du fokusera p\u00e5 det v\u00e4sentliga:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Vilket beteende som omfattas av visselbl\u00e5sarpolicyn (f\u00f6r att illustrera detta b\u00f6r du anv\u00e4nda specifika exempel f\u00f6r att undvika missf\u00f6rst\u00e5nd)<\/li>\n\n\n\n<li>Hur ska man rapportera om oegentligheter<\/li>\n\n\n\n<li>Vilket skydd kan visselbl\u00e5saren f\u00e5<\/li>\n\n\n\n<li>Hur ser hanteringsprocessen f\u00f6r visselbl\u00e5sar\u00e4renden ut<\/li>\n<\/ol>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>P\u00e5 s\u00e5 vis borde alla veta vad de ska g\u00f6ra i den h\u00e4ndelse man uppt\u00e4cker ett missf\u00f6rh\u00e5llande.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Motverka repressalier<\/h2>\n\n\n\n<p>Om du vill att anst\u00e4llda ska avsl\u00f6ja eventuella missf\u00f6rh\u00e5llanden de har bevittnat, m\u00e5ste du ocks\u00e5 f\u00f6rs\u00e4kra dem om att de inte kommer att h\u00e5llas ansvariga. Det kan du g\u00f6ra genom att fr\u00e4mja en kultur av \u00f6ppen kommunikation. Det tar f\u00f6rst\u00e5s tid, och d\u00e4rf\u00f6r \u00e4r det en bra id\u00e9 att ge personalen tillg\u00e5ng till ett anonymt rapporteringsverktyg. Denna typ av kommunikation kan g\u00f6ra en enorm skillnad f\u00f6r en visselbl\u00e5sare som \u00e4r villig att rapportera om fler detaljer, men som oroar sig \u00f6ver repressalier.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Eller s\u00e5 kan vi bel\u00f6na visselbl\u00e5sare genom att betala dem?<\/h2>\n\n\n\n<p>Naturligtvis kan en s\u00e5dan l\u00f6sning ing\u00e5 i det interna rapporteringsf\u00f6rfarandet. Men detta v\u00e4cker dock n\u00e5gra praktiska fr\u00e5gor:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Kommer alla visselbl\u00e5sarrapporter att bel\u00f6nas eller bara de viktigaste?<\/li>\n\n\n\n<li>Om man v\u00e4ljer att bel\u00f6na endast vissa visselbl\u00e5sare, hur v\u00e4ljer du detta?<\/li>\n\n\n\n<li>Hur mycket viktig information beh\u00f6ver visselbl\u00e5saren l\u00e4mna ut f\u00f6r att f\u00e5 bel\u00f6ningen?<\/li>\n\n\n\n<li>T\u00e4nk om en missn\u00f6jd visselbl\u00e5sare som blev utan bel\u00f6ning best\u00e4mmer sig f\u00f6r att de inte kommer att rapportera fler g\u00e5nger, eller kanske g\u00f6ra en extern rapport i st\u00e4llet?<\/li>\n\n\n\n<li>Och slutligen: Har organisationen r\u00e5d att sl\u00e5 d\u00f6v\u00f6rat \u00e5t mindre allvarliga visselbl\u00e5sar\u00e4renden?<\/li>\n<\/ul>\n\n\n\n<div style=\"height:18px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Beslutet att bel\u00f6na visselbl\u00e5sare visar att man uppskattar dem och kan i viss m\u00e5n kompensera f\u00f6r risken f\u00f6r repressalier. \u00c5 andra sidan kan ett s\u00e5dant incitamentsprogram \u00f6ka antalet obefogade rapporter. <\/p>\n\n\n\n<p>D\u00e4rf\u00f6r \u00e4r det viktigt att du noggrant definierar villkoren f\u00f6r att bel\u00f6na en visselbl\u00e5sare, om du best\u00e4mmer dig f\u00f6r en s\u00e5dan \u00e5tg\u00e4rd. Det \u00e4r ocks\u00e5 viktigt att po\u00e4ngtera att en eventuell bel\u00f6ning betalas ut till mottagaren f\u00f6rst efter att utredningen verifierat visselbl\u00e5sarrapporter och anser att den \u00e4r trov\u00e4rdig. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Intressanta fakta: Qui tam<\/h2>\n\n\n\n<p>USA har en speciall\u00f6sning d\u00e4r visselbl\u00e5sare kan f\u00e5 betydande ekonomiska f\u00f6rdelar av den information de rapporterar om. &#8221;False Claims Act&#8221; (FCA) g\u00f6r attt alla individer (eller en grupp av individer) kan v\u00e4cka en s\u00e5 kallad &#8221;qui tam&#8221;-process p\u00e5 uppdrag av den federala regeringen. I dessa fall anklagar de g\u00e4rningspersonen f\u00f6r bedr\u00e4geri mot den federala regeringen.<\/p>\n\n\n\n<p><br>Qui tam-processen g\u00f6r det m\u00f6jligt f\u00f6r den federala regeringen att \u00e5terkr\u00e4va pengar som man f\u00f6rlorat p\u00e5 grund av den svarande organisationens bedr\u00e4geri.
